Recent progress in narrowing gender gaps in education, health, and political representation has not been matched by similar improvements in labour market outcomes for women, or more broadly, women’s economic empowerment.
Global data shows that there has been no increase in female labour force participation and no decrease in the gap between men and women.
Furthermore, the achievement of gender equality in labour market outcomes critically depends on the adoption of policies that address the ‘double burden’ that low-income women in particular face — earning income for the family as well as caring for other household members.
UNU-WIDER’s project Women’s work will cover three broad areas of research, including segregation, transitions, and measurement.

The UNU World Institute for Development Economics Research (UNU-WIDER) was established by the United Nations University as its first research and training centre and started work in Helsinki, Finland, in 1985.The purpose of the institute is to undertake applied research and policy analysis on structural changes affecting developing and transitional economies, to provide a forum for the advocacy of policies leading to robust, equitable, and environmentally sustainable growth, and to promote capacity strengthening and training in the field of economic and social policymaking.Its work is carried out by staff researchers and visiting scholars in Helsinki and via networks of collaborating scholars and institutions around the world.The aim of the programme is to enhance economic research, capacity-building, and policy dialogue in South Africa and the Southern African region.This request is for research proposals that will advance the SA-TIED programme’s work on enterprise development for job creation and growth.Such combined responsibilities to contribute to their family enterprises, earn income in typically low-paid jobs, and care for the household can negatively affect women’s physical and mental wellbeing.For women to be economically and socially empowered, it is necessary to increase both the quantity and quality of jobs for women, and address gender barriers in accessing job opportunities and segregation in labour markets.Proposals from individuals (or groups of individuals) as well as non-profit-organizations are welcome.Applications from suitably qualified women and developing country researchers are particularly encouraged.While all proposals are welcome there is a request for proposals for research on focus area (iii) the Spatial Economy of Southern Africa.Proposals for comparative, country-level research on the different approaches, implementation experiences, and outcomes — positive and negative — of industrial development zones (IDZs), special economic zones (SEZs) and export processing zones (EPZs) in Southern Africa are especially welcome.
